FIA considering one engine for F1, F2 and WRC

According to this article, "Max Mosley has revealed plans for a 'world engine'" that would be used in the three FIA categories, Formula 1, Formula 2 and World Rally Championship.

The concept appears to be that F1 would use a lot of turbo boost, F2 would be normally aspirated and WRC would probably have limited boost.

It was not clear whether it would actually be a single design, or a single set of rules for all three categories. 

The obvious benefit is to lower the cost of racing, particularly for F2 & WRC, since they would inherit the engine research and development costs spent by F1 teams. That's a great idea. I think the competition between manufacturers is a big attraction in all forms of racing. I would hope that the specification would be standardized across the three categories, but that each manufacturer could choose its own implementation. Something like 2-liters (any cylinder count) sounds right to me, but Mosley and the FIA will likely screw it up.
