The Maryland Blind Seeking Minimum Noise Requirement
Member of the National Federation of the Blind will testify on Tuesday in front of a Maryland legislative committee about the danger hybrid vehicles pose to the blind.
The Federation said in a statement last week, according to Automotive News, “When compared to vehicles using traditional combustion engines, hybrid vehicles are virtually silent when accelerating and decelerating, making it impossible for blind individuals to detect their presence.

I understand the concern, but a great many cars on the road are already almost silent under normal operations. Modern Lexuses (Lexii?) can only be tracked by their tire noise under anything but full acceleration. I think that it would be better for all parties if cities were better designed for pedestrian access and safety, rather than mandating minimum noise requirements for cars. Even sighted people don't always look both ways, and a collision with a car does not care if your eyes work or not.
Design separation between traffic and pedestrians, and you can save lives of all kinds.

Maybe if drivers took their responsibility of not running people over more seriously we wouldn't have this issue - after all, pedestrians still have the right of way in all 50 states...

bepsf, not all 50 states. In New York pedestrians do not have the right of way, and if you are walking across the street in NYC in front of a cab when the light turns green they will give you a little bump to hurry you along! The police in California have started setting up sting operations using a police decoy to act like a pedestrian trying to cross a street, and then issuing citations to every driver that doesn't stop.

That may be what NYC drivers do - but the law states otherwise:
When there is no traffic control signal, drivers must yield the right-of-way to pedestrians, particularly if a pedestrian is in a crosswalk, or there is potential danger to the pedestrian [Section 1151, NYS Vehicle & Traffic Law].
Every driver approaching an intersection or crosswalk must yield the right-of-way to a pedestrian accompanied by a guide dog or a cane [Section 1153-c, NYS Vehicle & Traffic Law].
The driver of a vehicle, when entering or exiting from an alleyway, building, private road or driveway must yield the right-of-way to any pedestrian on a sidewalk [Section 1151-a, NYS Vehicle & Traffic Law].

I guess this is where city planning in Eastern Europe and Russia is going to pay off, by constructing underground road crossings. (reduced traffic jams are a side-effect too)
By the way. I was pretty sure Nevada (mainly Vegas) has Car over Pedestrians policy.
